Mission Statement:
The mission of Town of Horseheads Assessor’s Office is:
1. To annually assess properties at 100% fair market value in
order to equitably distribute the tax burden amongst the taxable
properties within the Town of Horseheads.
2. To prepare and maintain accurate inventory data for each and
every property within the Town of Horseheads.
3. To administer real property tax exemptions as provided by the
New York State Real Property Tax Law.
4. To educate the general public about Real Property Assessment
Administration.
The Town of Horseheads Assessors Office Does Not:
1. Determine the amount of taxes that an
individual property will pay (a combination of assessment and
tax levy does that).
2. Advocate for any real property tax exemptions (we will
administer any exemption allowed by the RPTL or local option and
submitted timely).
3. Allow for any assessments be influenced by any political entity
(Rules and Regulations that govern the Assessor’s Office are set
forth and controlled by the State of New York).
4. Value property based upon owners names or the ability to pay taxes
(market value decides how properties are valued).

Tax Exemption & Forms
The Assessor’s Office administers and provides customer
assistance in obtaining the following exemptions:
• Agricultural Land and Buildings
• Charitable (i.e. Churches and non-profit) organizations.
• Disability Veterans
• Basic and Senior Star Exemptions
• Senior Citizens
• Veterans

Critical Dates:
The following date are important to the property owners:
• January: County and Town Taxes are due by the end of the
month.
• January/February: All exemption applications and/or renewals
must be filed with the Assessor’s Office. Request for Assessment
Review should also be filed at this time. (Consolations
with the assessor are available by appointment all year.)
• March 1st: “Taxable Status Date”- the last day to apply for
exemptions and assessment review.
• May 1st: The tentative Assessment Roll is completed.
• 4th Wednesday in May: Grievance Day. |
